Öppna digitala resurser (OER) – en kvalitetsfråga för högre utbildning

Lärande sker i sociala sammanhang. Genom nätet är klassrummet idag globalt. Tusentals universitet, skolor och lärare i världen delar idag med sig av kursmaterial, föreläsningar, experiment, reportage och bilder så att andra kan återanvända materialet i sin undervisning.
Artikeln publicerades efter förfrågan från HSV, som uppmärksamamt det nationella projekt som bedrivits under 2010/2011 OER-en resurs för lärande, finasierat av Kungliga biblioteket som ett led i deras Open Access satsning. Det nationella projektet syftade till att sprida kunskap om öppna
lärresurser inom
svensk högre utbildning genom att visa goda exempel och väcka debatt.
Slutrapporten beskriver projektets omfattande
informationsaktiviteter och pekar ut områden för framtida satsningar. Projektet genomfördes 2010 – 2011 av representanter från åtta lärosäten inom ramen för OpenAccess.se.
Den nationella OER-gruppen (i alfabetisk ordning) inom Nätverket för IT inom högre utbildning (ITHU) Lasse Bourelius (Blekinge Tekniska Högskola), Mats Brenner (Högskolan i Gävle), Keith Bryant (Mittuniversitetet), Alastair Creelman (Linnéuniversitetet), Åsa Forsberg (Lunds universitet), Margareta Hellström (KTH), Ebba Ossiannilsson (Lunds universitet), Fredrik Paulsson (Umeå universitet), Markus Schneider (Karlstads universitet), Alma Taawo (Fristående konsult) och Karin Wennström (Högskolan i Jönköping) argumenterar och föreslår i debatt artikeln att:
• Medel avsätts för riktade satsningar inom IT och lärande för högre utbildning.
• Tydliga nationella riktlinjer för att främja “öppenhet” och användning av Creative Commons utvecklas.
• Resurser allokeras för nationellt samordnad omvärldsbevakning.
• OER, OEP och OEC innefattas i kvalitetsutvärderingar.
